In the UK I'd say to always get assistance to appeal anything like that, though not sure what is available to you in canada. Here it would be the Disability Welfare Advisor at the Citizens Advice Bureau, or any one of a number of other disability advocacy organisations who had access to the decision maker manuals.
PM those KA members who have done it before, but see if there isn't a way you can get free assistance as well from an organisation or lawyer who knows the system.
And yes, it stinks. I think most countries make you go over and over the same stuff again before you get any benefits
